The snap to can get messed up at times. There is another form of snap alignment, by pressing left shift. Both of them tend to latch onto the sides of the editor, as well as it latches onto other actors (not just the actor itself), but when you get used to it, it isn't that bad. gE uses a hint system to explain what things do (hover over it and some text should popup), but in the case of the tile editor, it is explained on the tile popup. This could be improved, and I'll look into it.
And yes, more documentation has always been a goal, but with so few people working on it, we haven't gotten very far. I'll probably resume answering questions by adding to the wiki, which should slowly help fix that problem.
To access the tile editor, add your tiled animation to the actor, and click the button [Tile]. From there it brings up the tile editor dialog like I've mentioned (has the controls on it). You want to use single tile, and you should be able to create your tiled map without running into any size restrictions.
