simple rally game

requesting for help !
I would like to create rally game. The view must be from above. I have a car animation - car spins from right to left, number of frames : 0-31, where frame 0 is right, 8 - up, 16 - left, 24 down. I have a problem with proper angle for directional_velocity. My car must have three turning speeds :
speed > 2, < 6 - slow turning,
speed >=6, < 14 - fast turning,
speed >=14 - medium turning.
