You can try to get Jasc Animation Shop but its not free unless you pirate it.
I don't know other ones.

adobe image ready,anim8or,micromedia flash 5 or 8,paint but i like most is ADOBE PHOTOSHOP 7.0

you can make good animations with paint. you can even make your images appear to be 3d by going to the "colors" tool at the top of the screen and selecting "edit colors" then select "define custom colors". there, you have access to every color and shade you need.
