DBGames - A Few Problems - Coding/Graphics

Main Topic
Ok, I Need a Way To Stretch and Move An Actor Without Altering The Graphics. (I.E. Blur Effect, Zoom Effect, Blimping Effect, ETC.)
Best Way I Can Think Of Going About This Would Be to use a CTW. (for new GE members thats Canvas To Window.)
The Downside To This For Me So far Is Moving The Entire Window At Once, Not Just Squares. (As I Had Seen In Many CTW Demo's.)
I Belive This Could Be Fixed Using another Parent "Grab" Canvas. if Im Incorrect Please Specify.
Another Downside With The CTW Meeting My Needs is Resizing The CTW simply by Grabing A Canvas Actor And Draging With My Mouse.
The Resize Factor Can Not Be The Same As My Drag Canvas Or CTW Canvas. A New Canvas Will Be Created For This.
All These Effects (Resize / Moving) Must Be A Working Function In Game Mode.

Extra Info
The Game This Will Be Used For Will Not Be Named Nor Its Style (I.E. FPS,Platform,Racing,Sports ETC.)
When And If The Game Demo Is Created, These Effects May Not Be Common User Accessible If For Testing Purposes Only.
The Approximate Deadline For The Demo Is 3/01/10.
I Am Not To Be Held To This Date, Problems Can Arise.

Well here is a start. There are no limitations to the scaling, so you can as of now go beyond the original limits of the window. If you want me to add or explain anything I can. I tried to keep it as similar as hblade's ctw example, but I had to change it around a little bit. To resize the window you have to click the bottom right corner.
