I was unable to find a way to load a background or photo background?

I think you need to make an actor, and then add it an animation with that photo. You can also right click on it -> Actor Control -> on the right side of the Text it says Normal. Change it to Infinite to cover the entire background.

Good advice.

Yes, first create the actor, then you can add any .png image to it.
I prefer .png since it brings in the alpha channel transparency automatically without having to eliminate the use of bright neon green, which is the color that is excluded with other formats to allow for transparencies. But that's a whole other topic.
