It's Windows 8.1 (update 1, latest) with a lot of work put into customizing it. For example, custom font rendering across the board (which gives it a OSX / Linux look), visual style for windows, wallpaper from my favorite artist, Sublime Text (with a theme), foobar2000 (with a theme), some taskbar customizations, launchy for program launching, dexpot for multi-desktops (with plugins, f.lux for my eyes, rainmeter for desktop decorations, another theme for Steam, and several programs to give a couple Linux features I missed.
I'm still working on making it look as good as possible. At the moment I'm trying to find a nicer looking rainmeter skin.
Tip: Best way to make windows look good is to find a nice wallpaper (not something with too much depth, if it's a real picture make sure there's lots of background blur), use small taskbar icons, and hide desktop icons or keep it perfectly clean.
