Scrolling Smoothly

How do you make a screen scrolling system that moves in all directions and is smooth?
I'm using one method were it moves but its all bumpy and vibrative : x+=10; x-$=10 y-=10 and so on.

I believe I may have solved to problem! thanks to Fojams View limit demo.

Thanks for the offer! but it seems to be working quite well.I may help with the effects on the scolling system in the event of a title screen,
but for now everything seems fine, This is the first time that I made a new topic for help that I could just find some were else.
A little silly actually! I will try to minimize on such topics as this.
