Hi I was just wondering to know is there any softwares out there besides photoshop to make glowing electronic shock waves?

Try GIMP, it's like photoshop but free.

I have gimp but is there toturial for this for Gimp?

Use google. I typed "Glow tutorial GIMP" and I got hundreds of tutorials.
