There are a few.

Multimedia Builder seems pretty cool, and you can manipulate objects in a similar way to Game Editor:

Game Maker is much easier to code than C and can be used for those purposes:

Ubercode looks pretty nice, I haven't tried it out yet but I'm planning on it:

Euphoria is a nice programming language that seems fairly easy to learn. It's free and has some libraries to use the Windows API:

Euphoria is the only one of those that's completely free... how much are you looking to spend? They're all priced fairly decently. I've got a list of other applications that may suit your purpose as well.

Well, that does limit your options. Try out Euphoria, see if that will work for you.

There are also several free versions of the "Basic" programming language. Much easier to learn and use than C. You probably won't find a nice click-and-drag object interface, but if you're any good at programming at all then any one of them shouldn't take you long to learn.

I haven't tried all of these so I don't know how well they'll suit your purposes, but you can take a look and decide for yourself:

Hey, I just saw this and I thought of you:

This program is free if you use it for non-commercial purposes. I've only looked at it briefly, but it seems kind of like Visual Basic. Drag and Drop type interface.
