If you write a novel you're not just writing it for yourself. Even if you just write a letter that's not just for yourself.
Why don't you call up the people at Adobe and ask them if you can have a copy of Photoshop for free because you plan on making clipart for others to enjoy but you're not going to sell it?
Go ahead, call up Macromedia and ask for a free copy of DreamWeaver because you don't plan on making commercial websites.
Do you think they'll care? Of course not!
Even among individual programmers, most of them don't give a flying fart about how you're going to use their program, as long as you pay them. Sure there are exceptions, and those are nice... but you shouldn't expect that as a rule!
If you don't want to spend money, find a game making tool that doesn't cost any.
