"cooldown" or "recharge" time on skills?

most RPGs these days have skills that when u cast, when on activation, it takes a certain amount of time to deploy, and after the skill has been used, it takes time for the skill to recharge and be used again, iv checks the tutorials, the msg bord, and i cant find anything that can tell me how to do this,

Have you tried creating a timer? and every time the timer is called having something like: power+=2; until it get's to a certain value?

i tried making a timer that disables, then re enables the fire button, but it didnt work, i also tried a timer that disables timers, that didnt work lol

Sure, I will make the demo now.
I am working on a bigger demo project though, so this demo will just tell you how to do it.
It will not be a perfect game or anything.
