I use SFXR sound creator. It can create you good retro sounds for your games. I also use http://www.findsounds.com to find some good sound effects.

For music, I use LMMS. For sound, I use what camper uses

For music I use Open Modplug Tracker
For sounds I also use Open Modplug Tracker
I've been with the program for almost as long I've been with GE!
What I like about it, you can create better quality tracks than midi and still have a 100kB song with neat sound since it's a tracker you can save in modules like IT, MOD, S3M, XM, etc.
And since it's a tracker... you can easily make weird sounds with it and make sound effects

One thing to note is to export with "Compatibility Export..." when working with an IT file. Since OMPT offers special effects that are not compatible outside of the program anymore.
I don't think GE's module system has been updated for years compared to OMPT being updated often. But I'll agree the use of modules never were popular with GE community o:

what is the best way to utilize sound? i am thinking of using a tracker to create my music. from what i understand this is the best way to use less space for music, so that i can have more music for the overall game without sacrificing playability/ fps/ speed. basically, my game is going to have a very large and complex soundtrack so i would like to be able to do that while still being able to handle everything else going on within the game.
