Programming language (PL) and human language (let's call it HP as "human protocol") are not together.
When you write something with PL (for example Java, C, OpenGL...) you write it the same way, it doesn't change if you are chinese, american or from Samoa. Myvar = 455; do the same thing in all HPs. If your HP is for example french, you understand the PL the same as someone with spanish HP. The difference comes in comments and user interface which must use more or less HP. That's why most of programs are in english HP.
If one software isn't compatable in another country, it may mean that it uses for example [ , ] instead of [ . ] etc.
