Need help with animations !!!

I have painted an top-down char with MS Paint and I want animated it
I have already tried with MS Paint, but it can only rotate a picture with 90°, 180° and 270°,
but I want to rotate with 45°
Can anyone help me, like giving Tool-Names or links?

u need Adobe Imageready.ok open the Ms paint first create a player stand then the player step forward 1 then 2 then 3 and then 4 like image below

First create a ship face up then face up right then right then down tight and then down look image below
