Though there is a way by doing this with dat files.
Very confusing and time consuming if you recreate the graphics smaller or bigger.

I wonder how to go about porting a full screen game down to the size of a portable smart phone game without rebuilding all the graphics and object placements in the game? I'm guessing there is no easy way but to rebuild everything, as we don't have an option to shrink the game, only the resolution output of the screen size.
