Is it possable to use GE to make a card game like magic the gathering? Also can in make menu popups?

Yes - I think it is quite possible to create a card game of that nature.
With a bit of tinkering I would say if you right mouse down then create an actor which would be a text actor with a script attached.

Yes. It is quite possible to create card games. jazz-e-bob has a card demo on his site that you can download!
I've learned that I still have a lot to learn.
