How to make a side scroller to stop moving?

Hey can somone help me?
1. What Im trying to do is make a side scroller type of game and what I need to know is how do I get the screen to stop moving after I set the xvelocity at 5 or 9.

2. I also need to know how to make a level 1 screen and make it move directly to the begining of level 1 after you press a button

If your view is the child of another actor, change the view's parent to "no parent" if xvelocity is 5 or 9.
