GE influencing Windows

Can GE do stuff with windows?
for example:

create files
copy files
eject disk drive
shut down PC
open files (pictures, sounds chosen by the player via a file requster)
etc
???

I was only thinking

GE can create some external files like txt and png but they are made in the same directory where the exe is. I don't think GE can do the other things because they would require merging terminal (command prompt) to game editor.
So we would mix the two codes something like this:

}

I was asking, becaus a classmate of mine asked me if I could create a program with GE, that
1. copies itself into the autostart folder when started
2. then shut down the PC

meaning: the whole thing would be a very cruel, deadly virus !

If you want to make such things you can always write bat files. Even with your notepad.

another example of a batch file would be

If I remember correctly, this should constantly open windows of command prompt until your computer can't take it. not sure if it is written properly, I think there is something missing.
