Advice Needed

First time poster, completely new to game design. Have some programming experience, but was more than five years ago.

I am interested in making a map based Wargame for the PC (something like Risk). I know how I want the game to play, the rules for movement etc. I am not looking for complicated graphics or whatnot, just a simple, menu driven interface, and some point and click functionality, a map and pieces, and a dice roller. Is the game editor available for download from this site appropriate for my needs?
