what i would do is use a large actor, or maybe an infinite actor with several different animations. At certain times, load change the animation to rain or snow, or destroy the actor when not in use.
Actually I had make a rain effect. It's working by two actors, but I don't know if it is very beautiful. Some times it turns the game slow becouse there is many...many rain-thing at the same time. Do you want that I'll send it to you? Or perhaps in web?

-If you don't like current animations you can change them. I didn't work much for them. -I forgot to make out of vision->destroy actor->event actor, so you can do it to make the game more rapid
