Few questions before I buy the program

If anyone can help me out here I would appreciate it.

I have been programming Visual Basic for almost 6 years now and since Microsoft is getting away from VB and going to .Net I decided to move on. I want to continue making game but would like to with a system that can play on any OS.

Most of my games are point and click. I have games like Lights Out. Other games are where the player clicks, then the computer makes a move. I also have card games and games like Drug Wars.

Can Game Editor be used to make good card games? Some games in VB opened additional windows with information or where the player needs to do something, can this program do something similar?

Any information people can supply me to help me make up my mind since its a big value I want to be sure I can do most of what I would like to do before buying.
