Small > Big in difficulty
Small < Big in detail
so you can have small sprites with few details, and it could look great, because you can't put much detail in something small, it's hard, you also can't get shapes right with smaller things.
with bigger sprites, detail is key, sometimes you need to draw something, scan it, go over it, and make a sprite off of that. with bigger sprites it's easy to get any shape or rotation you want.
so really if you have the skills of drawing, a scanner and a good image editing program you can make big, good looking sprites, but you only need a couple pixels and ms paint to do a small sprite, which is why you see alot of sprites that are so small, need less work.
