To make games for Nokia, etc you're looking at the Java language.

You'll also need the Nokia SDK (software development kit) that you'll find on the Nokia website.

There's a developer link there and you can sign up to access the SDK which contains code for accessing the Nokia hardware.

Your best bet if you're not really a programmer is to stick with Game Editor and the MS Smartphone category. It's really much easier and more fun in my opinion...
