angle direction

Hi,
In my attached file, you can press L.click on small circle, small circle will follow the cursor until you stop press L.click, then small circle will return align big circle..
i want do this action but i don't know where i should start:
if i pull small circle toward angle, the big circle move smoothly toward opposite angle.

how can i control the big circle angle direction with small circle
