my LCD screen is also 1024x768 but I have it set to 1792x1344 
I guess some screen are different then others. the refresh hertz is bigger the bigger your screen resolution is. like right now, my Horizontal frequency is 60.01kHz and Vertical frequency is 74.82Hz and it is set to 60Hz. if I changed my resolution to like 800x600, it would probably be like 5Hz smaller
