I like your idea.

BUT...

There are already so many great image editors out there.

I use photoshop and animagic gif editor. Between them I can make whatever animations I need.

that would increase the size of game editor, higher the price and slow down development of the more important stuff just so you can get "cheaper" image editor through your dial up?

Just a few I came across that may help.

You could try the free version of Project Dogwaffle:
http://www.squirreldome.com/cyberop.htm
Although you are limited to BMP and TGA format

There’s also the free version of Ultimate Paint
http://www.ultimatepaint.com/download.php

Pixia is also free:

More (tile editors/map makers):
Tile Studio: http://tilestudio.sourceforge.net/
TileSetMaker: http://www.geocities.com/kzsite2/main1.htm
Mappy: http://www.tilemap.co.uk/mappy.php
ImageForge (free edition): http://www.cursorarts.com/ca_imffw.html
Buttonz & Tilez: http://www.feldfunker.de/software/bt.htm
Serif DrawPlus 4.0 (big download): http://www.freeserifsoftware.com/
Button Maker & World Creator: http://www.inet2inet.com/Main/Main.htm
