how to interface C and GE?

How would I interface GE with a small amount of C or C++ to use my IR port on my ipaq?

I only need to read ambient infrared light levels in a room. I work in a nightclub, and want to make a sort of light meter for testing lighting conditions.

There is a program intended to do things like this called NQC, which uses C-type programming commands. It works of all Windows Versions but the downfall of this is that the program is intended to create and send downloadable programs via infra-red to a robot, and other than RCX's (Lego Robot Control Boxes), I don't know what the programs can be used on.

I don't remember the download link but doing a search fo NQC or Not Quite C on a good search engine should find it.
Game Editor is great... If only I could afford the full version...
