The simplest meter is a text actor.

Start off with that and upgrade later?

I have a timebar (much like a health meter).

It's double the size of the width of the screen (for the PocketPC, it's 480 pixels wide, 5 pixels high).

Right half is red, left half is green.

Since positions of actors are the middle of the coordinates, the value of the timebar starts at 240, hence when shown it's all green on the screen.

As the time goes, the bar shifts to the left - statement is simply x--;

When the red fills the screen, that means x=0.

Simple.
