Poser. The Latest version is Poser five. I think its about 125 dollars US.

Alternatively, you can try a cheaper program, such as Reallusion It'sMe for $69.95 plus the Motion Editor for $59.95.

Reallusion is quick and cheap and you can add your own face to the characters, but the available clothing and styles are limited compared to Poser.
