any free graphics editors?

If there is any free versions or any knockoffs of stuff like paintshop or photoshop, can anyone tell me plese? i would appreciate not having to use MS Paint all the time.

thanks, but:
1. I already have it and
2. I mean something to make title screens and 2d characters and stuff with light effects.

Gimp is pretty good for the kind of stuff, and if your good at paint it's perfect. and you can easily make lighting effects and stuff
