To change the file icons you must use .ico files

Just in case you don't have it, here's a plug-in for Photoshop so you can make ICO files.

The image has to be 64x64 or smaller square in order to save it to that format.

Also, the king of icon editors is Microangelo Toolset. You can pull icons from other files and muck with them, and a lot more.

I found a free program wich allows to convert bmp files to ico. It's named pop-a-bmp-to-ico and can be found here http://www.soft32.com/download_94376.html

you can also try program at aha-soft its a really great tools for making icon up to any sizes depending on your memory.
