Is there available documentation as for technical specs (animation weight, sprite size, background size, maximum load per level, etc.) when building games for pocket pc?

No, sorry. But almost all specs will depend of Pocket configuration (memory, speed, ...)

I think the better way now is put your game to run in a Pocket PC!

The next Game Editor version will deal better with big animations (more then 500 frames) with little memory usage.
