you can use WavePad (Its not only a converter but a editer too) but your gonna downlaod the codec for MP3 and OGG, good thing is its free. I know that your find it very usefull!

Another question is, there are multiple audio formats supported for sound fx.... so which one's offer small file sizes and still maintain some quality?

G'day mate.

You just have to lower the playback sample rate of your wavs.

Playing back a compressed audio file costs LOTS of CPU.

For pocket PC you could probably get away with 11k mono.

Don't forget to trim the lengths of your soundfiles too. Keep them as short as possible but still sounding OK.
