The scripting language is very C like.
The limitations question is all very relative. If you want something that does 3D vector graphics, for example, then Game Editor is not for you. If you want fast 2D sprites with alphatransparency, then it is. There are many feature requests and the sole developer, Makslane, takes well into consideration and is hot on track with producing updates and resolving bug fixes faster than I can come out with game releases.
When you consider his incredible pricing scheme, it's worth the effort to just give it a try, even with just the demo version.
There are plenty resources here (people), demos with source code (all hail jazz_e_bob), and tutorials that will get you started in no time.
