I have the impression that GM mobile ports are as they are for pretty much the same reason you're considering Android as service. They have an interface but it would be no where near user friendly. That or they just want to make sure they get a cut.
1) 1.5 looks great. I can't actually test it since it seems to crash or fail when switching level files and that's how my game works.
2) Personally I'd prefer to have my hands on the Android exporter, I've jumped through more hoops before than what you describe in order to get software to work. The iPhone export isn't exactly simple and people manage it. A fee wouldn't be the real issue, having it on hand for building test versions at ease would just be so nice. So I'd say do it just like iPhone, give out the tools and instructions but offer conversion for a small fee to those who won't be able to manage it on their own. One thing about the iPhone fee I'm not entirely clear on that might be good to explicitly mention is, what are the terms for updates? If you want the same game recompiled for bug fixes and upgrades, do you pay the full fee, is it free, is it at a discount? If you can't swing free, and I totally understand if you can't, you should at least offer a discount I think.
3) I'm willing to organize a bug hunt. I'll post a thread round-up of all the bugs that haven't gotten to tracker yet. After people have a chance to confirm and get all info in I'll put them on the tracker myself. I've noticed the GE forums are a bit less focused on the tracker than other software I use. It might not hurt to get a link on the forums and possibly a bug reports sub-forum for confirmation and info gathering. Right now it seems you have to go to Game-editor.net to get to the tracker.
