sdl is a standard deveopment library (dll = dynamic library link, it all comes to basically referencing pre established code so you don't have to start from scratch etc. you basicall write a reference to it rather than cut and paste it i think) i have never programmed before so can't give you the detials but if you want sdl or allegro, the easiest way is to get bloodshed dev c++, this is not a new development program but as a noob it is the easiest to install and then you can download the sdl/allegro pakages from the website as plugins. dev c++ is windows based but it should work with wine in ubuntu- at least i think (i intalled directx that way and it let me play game maker games!) if i were you i would download realplayer basic- this will let you download youtube/flash videos. i did this to downlaod a multitude of great c++/python,etc tutorials in the event that i actually get round to designing a game i have an easy reference point. anyway game editor seems to fire up with no dev packeges installed, i think as its a developer tool in itself it wouldn't require them as such- it has library code key in the options so it must have its own library i guess (i don't know is the sum of it- but has it asked you to do anything but download it in order to run it...no?)
