Custom icon not showing on pocket PC

I can't seem to get the icon I made to show once I copy the exe to the PPC. It displays correctly in windows but shows the default pacman icon in the file explorer on PPC.

I've tried 16x16 true color/256 color and 32x32 true color/256 color.

Do I need to use a different format or size or something?
