What format is best for pocket pc games?
I tried .wav and .ogg but the pc slows down a lot. .ogg isn't as bad as .wav but is there a better one?

Wav for sound effects and ogg or module files (.mod, .it, .xm, ...) for music.
Game Editor is an open source game creator software that's wants to pay it's developers to keep evolving.
