Industrial background

I would like to design a multi level industrial background with warning signs, rusty plates, cables, etc. Do you know any program (besides Photoshop and clones) that specifically targets such backgrounds ?

You want to create the design elements yourself, or assemble pieces like a puzzle?

I really wanted to get some nice graphics for my games, so I'm resorting to taking pictures of places myself. At least you can help know what you're looking for... Shoot in the highest resolution possible on your digital camera, then crop and fix up what you're looking for in Photoshop.

One game I'm working on requires a really dingy city street. Luckily, I work in Jersey City, NJ. Scummy alleyways are really easy to find. ;)

Firstly thanks for your comments,

First I thought to assemble parts, but it is not very easy to find parts that match in a common concept , so I decided to model them myself (in Max and PS).

That is also a possibility I consider if I am not satisfied with my results.

For pixel manipulation, i recomend "the gimp" and a good book on airbrushing and masking, as well as the gimp tutorials.
