is there a program that makes it easy to quickly make sprite strips like this?

There is. Its a GIMP plugin.
http://registry.gimp.org/node/20943You open multiple images (walk cycels or something made in blender for example), as layers and then right click - filters - and then select the plugin.

you can try this... its a good tool to make sprite strips...
