Could Axis & Allies be made using this program?

I am interested in designing a game similar to the PC version of Axis & Allies or Axis & Allies Iron Blitz (the version similar to the board game- not Axis & Allies RTS).
I do not need to have an AI (but I may want to learn & add it later).
I have virtually no programming background.

1) Would this program be good for making a game like Axis & Allies?
2) Is this possible for someone like me who has no programming background to use this program to make this game?

Axis and Allies is a strategy board-game similar to RISK, except with lots more complicated thins, like different types of units and special moves.
I think it probably would be possible to make a game like it in GE, but it wouldn't be easy to do, and I would suggest making something simpler to start with, before trying something complicated.

How difficult would risk be?
I am just looking for a way to play a board game on the computer. No AI just a way to track moves better. I bought a program/tool for doing this called ADC2 but it is very time consuming to set up and play. The tracking of moves is rather cumbersome.
