Can someone please give a demo for a nation boundary system?

I'm not that experienced in game-editor so I thought I should ask for an example. What I'm asking for is something that is in Rise of Nations. It's basicly the territory system that
is in the game. For example if someone makes a settlement their nation's boundary will increase but if they lose a city or if
their city is destroyed their nation's boundary will decrease. If anyone knows how the system works can you please make a
download for me to study.

i hope this is what you wanted, i threw it together pretty fast so sryy any one whose sprites were used :D
if this isnt what you wanted then can you explain further?
the size of the circles depend on the amount of settlements that team has
Team A = red
Team B = blue

I like the demo but is there some way you could avoid using the images and make the boundary draw or something?
Because I want the ally settlements' boundaries to combine if they are close together and also when an enemy nation makes a settlement I dont want the ally nation's boundary to decrease. The settlement that is taken over will be the only one effected not the other settlements' boundaries.
