I made a cursive search using the search box at the top right. Maybe this question will be made apparent with further experience in GE. I could not find a full description when I looked in the HELP in the game editor, either.

Q. How is the " filled region" actor different from the others? Its name implies that it is visible. That you can put a graphic in it.

Please, discuss?

Well, I don't know what exactly the Filled Region is, but I try to define it by what other things are.
Normal - visible part of the game, anything you need in it
Canvas - for drawings
Wire Frame Region - for collisions, but not Event Collision; when approach certain region, or something like that
Filled Region - when you need to click on something; but I use it for other things that I think Wire Frame Region is more suitable

Exactly as Koala pointed out with their best usage.

The filled region is an invisible area and you can have any action with it, but drawing.
Canvas is an invisible area used for drawings, but can be also used as filled region. Canvas can have collision only on drawings or the entire area if it isn't fully transparent.
Wire Frame Region is like filled region, but can have mouse event only on its edges.
