Paint works for some things, but the real measure of the program is how FAST you can make images. The longer it takes, the fewer frames you will end up making, and the choppier your animations will be.
That's one of the things that differs between commercial and freeware programs. Photoshop is set up to process multitudes of files.
For instance, when I want to convert a game to a smaller resolution....its nice to run a batch resize. 400 png's resized in about 1 minute.

it depends on how you make the animation. I can make animations just fine by drawing parts of the char and then sticking it together in each frame

The better your tool is, the less energy you spend to accomplish the same thing. This leaves you time to do other things....like programming. And the better you get at everything, and the faster you can do it, the faster you have a working game....and then you have more time to test and tweak it. The more time you have to test and tweak, the better your finished product will be.
Computers are here to work for us, not the other way around. I'm just trying to help:)

MS paint works, just save it as a .PNG

yea i know but paint dosn't have transparentcy thingy, i ended up using gimp like 2 weeks ago... notice the awesome avatar
