Kyra and PocketHAL features

I noticed in Game Editor's About screen that it uses PocketHAL and Kyra for the graphics engines.

In looking into Kyra, I noticed they support scaling for sprites. Is GE using an older Kyra engine, and/or can scaling be implemented yet?
