I need to know if there is a paint program that is far more updated with more features then my regular paint on my windows? If any one knows such a program, can you please tell me the name of it and were i can download it? Thanks.

Here is a link for gimpshop, I don't use it, but it has a nice price tag. FREE!
And I have used the Linux version of gimp, has most of the power of photoshop.
*UPDATE* nevermind, I tried it, it has some bugs in it still. Although I think they do have a version of GIMP that will run on windows. I will look for the link to it.

Caligaris truespace.
You can make almost 3d graphics wiith it.
It may take some time to get used to it.
But its well worth it.

Also one VERY GOOD and FREE image editing program is Paint.net. (paint dot net) The best part of it is that you can learn it fast.

Ultimate Paint isn't too bad either. (I use that for my 32-bit images.)
