"need" is incorrect word
You CAN play games from GE with handheld pc and you are able to use your touch-screen phone (with proper export)

how do i put the game files on to my phone? im sure exactly as to which file it goes in
also some other games have jad and jar files how can i get those onto my phone also

Ok what type of phone is it windows mobile phone. Jar and jad files are completely different from these files.

When you start the phone if it says windows mobile then you can put Game Editor games in there. If not then you cant. There are compilers to make java games like sun java compiler. Much harder though.
