to my knowledge, there is no such program,
the way I see it, youve got 3 options:

1. Draw the sprites yourself -- yeah, its a bit of work but people DO do it

2. Go to google and do an image search for "[a game] sprites" then use the results as sprites in your game -- copyright infringement means that you cant sell or distribute these games though

3. Go to google and do an image search for "[a game] sprites" then take the desired sprite into an image editing program and change it so that it looks NOTIHNG like the oriinal sprite, then use it in your game.

you can also check out these sites for free sprite downloads

http://www.spriters-resource.com/

http://www.gsarchives.net/index2.php
http://www.panelmonkey.org/
be sure to read the conditions of use though.
hope this has helped :D
Good luck! :D

They exist - I used one back in the day for visual basic programming. I'll look for it and tell you... It's basic - and is primarily used for generating large sprite maps rather than several .bmp files. ALSO - there are free characters (open source) online. LOTS. I used these originally, and had success with these when I was starting out.
