If you want to make it for mobiles such as nokia's than i recommend you to take a look at The Edge SDK
I am not a fan of the product although some rather like it than other programs.

The Edge SDK contains the Edge game engine (static library files for all supported platforms), tools and documentation to easily create multi-platform games. The game engine is linked to your C++ application and provides a framework for easy access of graphics, input, networking and more.

You can compile and create multi-platform games through the generic interface for Windows Mobile Pocket PC, Windows Mobile Smartphone, Symbian Series 60, Symbian Series 80, Symbian Series 90, Symbian UIQ and Windows Desktop.

You can download the latest version of the evaluation version at Clickgamer.com

See:http://www.edgelib.com/

Keep in mind, the author of GE is very busy developing GE.
Through the years GE has evolved and has richer and more futures with the updates.
Also, GE has a very good online community if you are looking for support for developing your project.
I myself find GE much more fun to work with and my advise: buy a phone with windows mobile and use GE

And, not to mention edge is almost $1000 for the first year. Probably be the best choice for a large company, but not for a lonely ole programmer.
