Photoshop and Image Ready
There are general purpose Tool and really good to make sprites sheet.
I tried so many tools to created good sprites for the Game.
Finally is have the solution is Adobe Photoshop is easiest tool for create all game graphic.
However, if you really serious about animation, you must use other softwares such as Flash.

Paint is good for still images.

Agreed, photoshop is best for almost everything. But, most people cannot afford it.
